Sort of. Nazareth was a small Jewish outpost in the Greek area of Galilee. While Rome had some authority, it was still more neutral than Jerusalem, for example.

Where did Jesus preach? Capernaum. Yes, another Greek name. And the city was pretty much neutral in that regard. Romans had little authority there.

Also, don't forget that the original bible was put together by the Council of Nicaea, a council put together by the Romans. Render unto Caesar?
